One seal came haul out. But the mother obstacled his/her landing.
So he/she turned away.
Harbor seals usually solitary in water but haul out in groups of
few to hundreds. Seals haul out for some reasons, including
resting, giving birth, nursing, and molting, ...etc.
Harbor seal mothers are protective of their pups, and typically
do not tolerate other pups or adults getting too close.
